Preamble
We, the duly elected legal authorities of Georgia in 1990 -1991, assembled together with representatives of Georgia’s political parties, public groups, and civil society fully aware of our historical responsibility toward the people of Georgia hereby affirm:
On 5 September 2025 the lawful governmental operations of the Republic of Georgia were renewed. At an extraordinary session, the Supreme Council of the Republic of Georgia adopted resolutions re-establishing the legitimate government of Georgia, grounded in the free, democratic, multiparty elections of 28 October 1990, the nationwide referendum of 31 March 1991, the 9 April 1991 Act of Restoration of State Independence, and the enactment of the Provisional Constitution.
This reconstituted authority constitutes the sole de jure and legitimate government of Georgia.
For the sake of national stability, peace, and democratic future, it is necessary to institute a constitutional order for the transitional period, so as to overcome the de facto usurpation of power by “Georgian Dream.”
In light of the legal, historical, and constitutional legitimacy of the Supreme Council of the Republic of Georgia (1990-2025), the undersigned parties commit as follows:
I. Fundamental Principles and Provisions
The Republic of Georgia is an independent, sovereign, and indivisible state.
The de jure government namely, the Supreme Council of the Republic of Georgia together with the restored lawful and legitimate government shall continue in office until new free and fair elections are held.
The restored lawful and legitimate government is the exclusive and direct legal successor of the government elected by the people in 1990-1991.
Unity for Freedom every healthy opposition force agrees to cooperate for preserving national independence, liberty, and a European future.
Rejection of Internal Enmity — all parties commit to refrain from promoting campaigns of hatred against one another.
Supremacy of the Law the restored legitimate government shall act in accordance with the Constitution, morality, and democratic norms.
II. Obligations of the National Accord Government
Ensure continuity of state administration and the rule of law.
Guarantee a fully functioning Central Election Commission composed on parity principles; prepare and hold democratic, fair, and competitive elections under the Provisional Constitution of the Republic of Georgia and electoral legislation.
Within 60 days of the restored government’s international recognition, in agreement with the political spectrum, schedule new just and democratic elections.
Safeguard political pluralism, freedom of expression, and the protection of human rights and fundamental freedoms.
Ensure neutrality of law-enforcement and administrative structures, subordinating them exclusively to the authority of the national accord government.
Restore and defend national interests, territorial integrity, independence, and sovereignty of Georgia.
Proclaim a general political amnesty.
III. Common Obligations of the Signatory Entities
Recognize the legitimacy of the Supreme Council of the Republic of Georgia (1990-2025) as the historical and legal foundation for joint action.
Support the neutrality of security structures and their subordination solely to the national accord government.
Endorse the process of recognition of the lawful government, including conduct of new elections and democratic reforms.
Facilitate national reconciliation, accord, and restoration of justice, as well as unity and peace in society.
Support the enactment of a general political amnesty.
IV. Shared Theses for Unity
Georgia’s European and Euro-Atlantic course; regional cooperation with Black Sea and Caspian Basin countries; development as a high-efficiency production state as a counterweight in transit.
De-occupation and restoration of territorial integrity.
Democracy and freedom of the media rejection of censorship; election of judges and ensuring judicial independence.
Social justice fight corruption; protection of citizens’ rights; support for persons with disabilities, veterans, families of the fallen, and repressed persons.
National reconciliation acknowledgment of past mistakes, rejection of revenge and revanchism.
V. International Obligations and Guarantees
Georgia reaffirms its commitment to all international treaties and agreements lawfully signed by the legal government in 1990-1993, as well as to those subsequent agreements that do not conflict with the national interests of the state and its people.
Georgia expresses readiness to cooperate with international organizations and partners on the basis of mutual respect.
Georgia is prepared to invite international partners and organizations as observers to the forthcoming elections.
Priority of international law agreements concluded by illegitimate authorities that harm the state may be reconsidered in favor of the national and state interests of Georgia.
VI. Final Provisions
Any opposition party, political or civic group, independent representative, movement, civic association, or distinguished public figure may sign this Accord.
By signing, each entity undertakes to subordinate private interests to the public interest.
This Accord shall remain in force until new democratic elections are held and a new legitimate parliament and government are established.
This document constitutes an act of national accord and may not be unilaterally rescinded.
The parties agree that after formation of the new legitimate parliament and government, a parliamentary commission shall be established to investigate and render political-legal assessments of the 1991-1992 overthrow of the legal government and the military coup.
We urge the de facto governing power, “Georgian Dream,” to recognize the restoration of the lawful government of the Republic of Georgia, to act in the interest of the state, and to initiate negotiations with the restored legitimate government and political actors in the country on scheduling new legitimate, democratic, and fair parliamentary elections-thereby aiding resolution of the political crisis of recent years, reducing polarization, fostering national reconciliation, and restoring Georgia’s international standing and rapid European and Euro-Atlantic integration.
We call upon Georgia’s friendly states, the EU member states, the United Kingdom, NATO, the United States, the United Nations, and the international community to recognize the decision adopted by the Supreme Council at its extraordinary session on 5 September 2025, restoring lawful government in Georgia.
This Universal Memorandum for National Accord shall enter into force on 28 October 2025, following its signature by parties.
Signatories: Public figures, political parties and groups, civic movements, and representatives of the lawful government.
